Ethics Committee Finds Conflict of Interest

While the crux of the ethics complaint is not yet known, the Hopkinsville Ethics Committee is reprimanding two individuals. Wednesday night, the Ethics Committee met with complainants and respondents for over an hour in closed session and deliberated for another hour before calling several people back in for questioning.

After three hours, the Ethics Committee entered open session, where Chair Susan Fernandez asked for a vote on Complaint 2024-01.

click to download audioThe Code of Ethics 36.19 refers to Conflicts of Interest regarding contracts and 36.29 refers to Complicity with or knowledge of others’ violations. The Committee will be issuing Letters of Reprimand for J.K. and J.S.

The Committee found a lack of factual basis in Complaint 2024-02.

In attendance at the meeting were Mayor JR Knight, Solid Waste General Manager Richard Hopper and Administration Manager Jenny Delawson, City Councilman Steve Keel, and John Schmitt as well as their legal representation.
