HWEA Announces Promotion Of Spurr To COO

The Hopkinsville Water Environment Authority has announced the promotion of Melissa Sellers Spurr to Chief Operating Officer, effective August 1.

Spurr, who has served as HWEA’s Director of Finance & Business since 2013, brings more than a decade of experience in financial operations, procurement, customer service, and strategic planning to her new role. Her promotion marks a significant step in the organization’s ongoing efforts to strengthen its operational leadership and long-term planning initiatives.

As Director of Finance & Business, Spurr has played a key role in guiding HWEA’s fiscal management and business strategy, while also serving as a senior advisor to President and CEO Derrick W. Watson and the HWEA Board of Commissioners.

In a written statement, Watson said Spurr has been a “driving force within the leadership team,” and her promotion “is a reflection of her professionalism, expertise, and dedication to public service. She brings a wealth of institutional knowledge that will help position HWEA for continued growth and innovation.”

In her new position as Chief Operating Officer, Spurr will oversee all HWEA departments and manage day-to-day operations. Her responsibilities will include regulatory compliance, utility rate modeling, capital planning, and the execution of infrastructure projects. She will also help ensure the utility continues its mission of delivering high-quality drinking water, treating wastewater in compliance with environmental standards, and providing safe natural gas service across the region.
